Pipeline Emergency Management System Delivered for One of U.S. Largest Pipeline Companies

HOUSTON, TX, March 2002 – R7 Solutions Inc., a Houston-based information technology consulting firm, announced the delivery of an industry-leading pipeline incident response system, developed for OpCo, Inc., the nation’s 4th largest pipeline company, at this week’s 2002 ESRI Petroleum Users’ Group (PUG) Conference and Vendor Faire held in Houston, Texas.
The system supports incident response along 26,000 miles of natural gas pipelines in the central United States and is installed and operating from a secure response center in Omaha. The system must dispatch 150 response teams with 1,500 field personnel and averages over 100 incident calls per day.
The system is managed 24/7 by response engineers who use it both to handle emergencies on the pipeline, incident ticketing, incident logging, and dispatch to help prevent ruptures during excavation and construction.
The client/server-based system includes integrated telephony and geographical information (GIS) to provide managers with centralized control, logging and routing of incoming calls. When a call arrives, the system automatically looks up the likely source area of the call based on the nearest pipeline to the Caller ID reverse-lookup and highlights this area on the map. A ticket is automatically generated and the responsible local incident crew can be called and dispatched directly from the system.
Response functions include call routing, routine and emergency truck dispatch, and automated map, pipeline, and response team look-up. The system also includes back-end integration with existing SAP and other ERM and HR systems. The system has been built with a scalable, fault-tolerant architecture on Microsoft’s .NET platform and on ESRI’s ArcInfo mapping system.
